At the end of the 3 steps, depending on the results, the Building Inspection Certificate is obtained, or on the contrary, it is necessary to take the required measures as reforms, to achieve it.
However, what exactly is checked in your home? What does a technical Building Inspection consist of?
In general terms, the technical architect in charge of the revision must check these aspects of the building:
- The stability of the building. It is about checking the safety of it, inspecting the foundation and the structure.
- The state of facades, balconies, cornices, cladding, etc .; as well as any other element or exterior decoration that could endanger pedestrians or users.
- The state of roofs and terraces, to see if they meet the minimum conditions of health, also supervising the state of the sanitation, plumbing and electricity installations.
Sometimes it may be that the technical architect needs to enter some of the houses to know more in-depth the conditions of the building.
If the building & pest inspections is favorable, it means that the building complies with the provisions of the Health and Safety Ordinance, the technician proceeding to manage the documentation before the Planning Department, so that the Building Inspection process is recorded and finalized.
In case it is unfavorable, the building does not comply with the established specifications, so it will be obligatory to carry out the works to correct the deficiencies detected within the term of execution.
The 3 stages of the Technical Building Inspection

It is mandatory for buildings over 45 years of age to request a building & pest inspections in the terms established by the administrations, and for this reason, it is important to obtain the Building Inspection certificate and confirm the safety of the building.
The Building Inspection should be requested from a professional who will be in charge of carrying out the Building Inspection in the 3 phases of the process:
Building Inspection:
Visual Building Inspection and the different dwellings by a technical professional (Architect, Quantity Surveyor, Technical Architect or Building Engineer) to carry out a Building Inspection on their condition.
Assessment:
Once the Building Inspection is done, the technician must prepare a building & pest inspections with the characteristics observed in the building and a general assessment of the state of the same. This assessment will be:
VERY SERIOUS: If the building has generalized deficiencies that, due to their importance, seriously affect their stability, they represent a danger to the safety of people. In this case, the necessary security measures must be adopted immediately, and the Generality’s assessment of NOT SUITABLE would be obtained.
WITH SERIOUS DEFICIENCIES: When deficiencies are observed which, due to their importance, must be repaired in the terms established by the technician. Once the corresponding repairs have been made, the
building & pest inspections Certificate to the Generality will be requested.
WITH SLIGHT DEFICIENCIES: If there are deficiencies due to lack of conservation. Maintenance work must be carried out to prevent deterioration.
NO DEFICIENCIES: When the building is in good condition, and no deficiencies are observed.
In these three cases, we would obtain the Building Inspection Certificate by the Generality.
Obtaining the Building Inspection Certificate:
With the technician’s report, we must request the certificate in the Generality that certifies compliance with the regulations and that the Technical building & pest inspections is favorable.
The Building Inspection Certificate is valid for 10 years, after which it must be renewed following the same steps and in the year following its expiration.
